
Kimberly Austin-Oser

Kimberly Austin-Oser brings over three decades of experience in health and human services with a deep commitment to advancing holistic, person-centered care for individuals and families. Her work spans long-term services and supports (LTSS), home and community-based services (HCBS), disability policy and advocacy, and behavioral health—always grounded in the belief that healing and wellness begin in the community.

As the founder of Wildflower Resource Group, Kimberly partners with organizations to design and strengthen community-based systems of care that honor the whole person. Her expertise includes Medicaid-funded LTSS and HCBS programs, project management, trauma-informed service design, workforce development, strategic stakeholder and community partner-based engagement, and behavioral health services. She is especially passionate about supporting the frontline workforce and family caregivers who are the backbone of community wellness.

Kimberly’s career includes leadership roles in both public and nonprofit sectors, including directing statewide LTSS programs in New Mexico and shaping national policy and frontline workforce initiatives through organizations like SEIU, Anthem, and Carina. She is a licensed social worker and mental health counselor with advanced degrees in Human Services Management and Professional Counseling.
With a trauma-informed lens and a collaborative spirit, Kimberly helps communities build inclusive, sustainable systems that empower people to live with dignity, purpose, and connection.
